As you view these
telling photos understand that Captain Messina was the Command Operations
Center Captain. As such, Captain Messina was responsible for monitoring
the CPLIMS computer, which ironically was in sleep mode due to a lack
of use, and monitoring the Automatic Vehicle Locator. The AVL, which
tracks the location of the police fleet, is the illuminated monitor
to the right in the first photo. CPLIMS, which is the black screen to
the left, is the Computer Aided Dispatch that shows all the current
and pending assignments.
As proven in this
photo, Capt. Messina's duties were neglected that night while he was
SLEEPING and rises to level of gross negligence.
Prior to this posting
an official complaint was filed with the Trenton Police Internal Affairs
unit and an outcome is pending. While it's a foregone conclusion what
the punishment will be, this dereliction of duty needs to be publicized.
And one final note.
I was able to look into my crystal ball and saw successive hurricanes
had formed in the Bermuda tropics and were bearing down on the east
coast. While forecasters weren't positive on Hurricane Paul's exact
track, they indicated that Hurricane Joe, a Category 5 hurricane, was
heading north-northwest and was expected to cross directly over the
city of Trenton.
